Guidelines for Submitting Manuscripts to the IEEE Journal of Emerging and Selected Topics in Power Electronics
I. Standards for Manuscripts
A. Accepted Types
Below are the following types of manuscripts that are accepted by IEEE’s Journal of Emerging and Selected Topics in Power Electronics (JESTPE):
Regular Papers
Regular papers should be eight pages in final length*.
*Any manuscript exceeding the specified page limit is subject to mandatory over length page charges (see “Page Charges” section for details).
Special Issue Papers
Special issues of the Journal have defined themes and include papers that deal with the specified theme. Calls for these papers are advertised on multiple media platforms and any accepted papers are published in a special issue or section. Special issue papers should be eight pages in final length*.

B. Scope
The scope of the IEEE Journal of Emerging and Selected Topics in Power Electronics (JESTPE) includes new results in the field of power electronics. For instance, papers that address original application, circuit, component, control, device, module, or system issues are of interest. Manuscripts that do not have sufficient overlap with subjects in the power electronics field should be submitted to other journals that relate to those fields. Possible subjects include circuit theory, component manufacturing technologies, and device physics. Manuscripts that are historical or tutorial in nature will be considered only if they are within the scope of the JESTPE.
C. Uniqueness
Manuscripts submitted to the Journal should report on original results not previously presented in another archival publication, including but not limited to any IEEE Transactions or Journals. Also, the manuscript must be without significant duplication of other manuscripts by the same and/or different authors.
Each submission is sent to a similarity and authentication program that checks each word in it against previously published articles and websites to determine its originality. Manuscripts that do not pass this examination will not be reviewed for publication.
Papers that have been rejected by the JESTPE but are submitted again whether improvements were made or not will be rejected automatically and will not enter the review process. At the approval of the Editor in Chief, a rejected paper that has been substantially improved can be submitted as a new submission six months after the date of rejection.
By submitting the manuscript to the JESTPE, the authors acknowledge that the paper has not been submitted to another journal simultaneously, with the exception of conference papers (see below). If a related but distinct work has been previously published by the authors, the manuscript must cite that specific work and make the distinction clear. Additionally, if a related but distinct work is simultaneously under review at another journal, the cover letter must include the details of the other submission and explain the distinction. A copy of the other work may be required to verify that there is no significant overlap in the content.
Conference Papers
Any papers that were previously presented and published in a conference record or proceeding sponsored by the IEEE Power Electronics Society (PELS) and the IEEE Industry Applications Society (IAS) can be considered for publication in the JESTPE. The conferences included are the Energy Conversion Congress and Exposition (ECCE), the Applied Power Electronics conference (APEC), and the International Telecommunications Energy Conference (INTELEC). When submitting, the authors must indicate any (1) prior presentation or publication at a conference or (2) prior submission to any publication.
The paper is not required to have been presented or published at a conference. It is required that significant improvements and additions to the paper are made prior to submission to the JESTPE*.
The original conference paper must be listed in the reference section. Also, the original conference paper must be in a footnote that is placed after the title on the first page of the manuscript.
Copyright release may be required if the publication is copyrighted by an entity other than the IEEE. If it is needed, it is the responsibility of the authors to obtain a copyright release and submit it to the JESTPE.
Since all results submitted to the JESTPE are expected to be cutting-edge research, the authors must submit their extension(s) of their conference papers in a timely manner.
