Information for Authors

THE IEEE JOURNAL ON EMERGING AND SELECTED TOPICS IN CIRCUITS AND SYSTEMS publishes special issues covering the entire Field of Interest of the IEEE Circuits and Systems Society and with particular focus on emerging areas.

JETCAS only publishes papers that are submitted in response to a specific Call-for-Papers. These calls are listed on the JETCAS website (http://ieee-cas.org/pubs/jetcas), and instructions for submitting papers to a particular special issue can be found below. The procedure for preparing and submitting a proposal for a special issue can be found on the Submitting a Proposal webpage. All special issue proposals are evaluated by our Senior Editorial Board for relevance of the topic, timeliness, technical merit, impact, and general interest to the Society.

There are several key differences between JETCAS and other IEEE CAS Society publications that authors should be aware of:

JETCAS only accepts manuscript submissions for special issues that are currently open (see the Call-for-Papers page for a list of such issues). Papers that are not relevant to an open special issue should be submitted to one of the other IEEE CAS Society publications. • There are fairly strict page limits for each JETCAS issue. If a particular issue attracts a very large number of submissions, authors of accepted papers may be asked to reduce the length of their manuscripts after the review process in order to accommodate all accepted papers. • An individual may not be author or co-author on more than two submissions. A Guest Editor can appear as an author or co-author on no more than one submission.

The articles in this journal are peer reviewed in accordance with the requirements set forth in the IEEE PSPB Operations Manual (sections 8.2.1.C & 8.2.2.A). Each published article was reviewed by a minimum of two independent reviewers using a single-blind peer review process, where the identities of the reviewers are not known to the authors, but the reviewers know the identities of the authors. Articles will be screened for plagiarism before acceptance.

Corresponding authors from low-income countries are eligible for waived or reduced open access APCs.

Submission of a contribution is taken to manifest the fact that the same paper has not been submitted, accepted, published or copyrighted elsewhere.

Expanded versions of manuscript presented at IEEE and non-IEEE Conferences may be submitted to JETCAS; as a rule of thumb 50% additional technical material is expected to be present in the JETCAS submission with respect to the corresponding conference version. If part of the manuscript has been presented, published or submitted elsewhere, this should be noted in the text and major differences between the prior paper(s) and the manuscript submitted to this Journals must be explained.

IEEE supports the publication of Chinese, Japanese, and Korean (CJK) author names in the native language alongside the English versions of the names in the author list of an article. For more information, please visit the IEEE Author Center at the following URL: https://journals.ieeeauthorcenter.ieee.org/createyour-ieee-journal-article/create-the-text-of-your-article/structure-your-article/#authors. English language editing services can help refine the language of your article and reduce the risk of rejection without review. IEEE authors are eligible for discounts at several language editing services; visit the IEEE Author Center to learn more. Please note these services are fee-based and do not guarantee acceptance.

A) Electronic Submission of a Manuscript: All manuscripts should be submitted electronically by using the web site: https://mc.manuscriptcentral.com/jetcas.

Please be informed that hard copies of submissions will NOT be accepted. To submit your paper electronically the following steps shall be followed:

1) Go to https://mc.manuscriptcentral.com/jetcas

2) You need to register by entering your information if you are not already registered in the database (even as a reviewer). In this case, you will be asked to fill out a form with your name, address, e-mail address, etc. You will also be asked to provide a password.

3) Fill out the submission form and submit. Your manuscript must be uploaded as a PDF file.

4) After you submit all the necessary information and manuscript, you should receive an email confirmation with your manuscript ID. You can also find your submitted manuscript in your author dashboard. 5) Once the editorial staff has checked your submission for style compliances and printability you will receive an acknowledgment via e-mail informing that the review process has began or asking to resubmit your paper in case of problems.

B) Style for Submission of Manuscript:

1) Each manuscript must be formatted using the IEEE two-column format beginning from its initial submission. Style templates can be found at https://journals.ieeeauthorcenter.ieee.org/create-your-ieee-journal-article/authoring-tools-and-templates/tools-for-ieee-authors/ieee-article-templates/

2) JETCAS requires that submitted manuscripts are a minimum of 8 and a maximum of 14 formatted pages before biographies and photos.

3) Each manuscript should be complete with illustrations (if any), an abstract of 100–250 words, and keywords at the head of a manuscript.

4) Each manuscript should contain in the first page the full names and (typically as footnotes) affiliation of all authors, as well as their email addresses. Acknowledgement of financial support is often placed at the end of the footnote. 5) References should appear in a separate bibliography section at the end of the paper, with items referred to by numerals in square brackets, e.g., [12].

In either case, references should be completed in the IEEE style.

a) Style for Papers: Author, first initials followed by least name, title, volume, inclusive page numbers, month, and year.

b) Style for Books: Author, title, location and publisher, year, chapter or page numbers (if desired).

Important: If part of the manuscript has been presented, published or submitted elsewhere, this should be noted in the submission form that the author will access before uploading their manuscript at https://mc.manuscriptcentral.com/jetcas. In particular, authors must explain major differences between the prior paper(s) and the manuscript submitted to this JOURNAL. ORCID Required: All IEEE journals require an Open Researcher and Contributor ID (ORCID) for all authors. To create an ORCID, please visit: https://orcid.org/register. The author will need a registered ORCID in order to submit a manuscript or review a proof in this journal.

Graphical Abstract: This journal accepts graphical abstracts and they must be peer reviewed. For more information about graphical abstracts and their specifications, please visit the following link: https://journals.ieeeauthorcenter.ieee.org/create-your-ieee-journal-article/prepare-supplementary-materials/ #graphicalabstract Detailed instructions for preparation of the final manuscript will be provided upon acceptance of the manuscript for publication. C) Review Process: The IEEE JOURNAL OF EMERGING AND SELECTED TOPICS IN CIRCUITS AND SYSTEMS publishes only peer-reviewed papers. The Guest Editors of the Special Issue to which the manuscript is being submitted, will assign it to anonymous reviews to decide on the acceptance of the paper, on mandatory modifications, and on the publication. For papers (co-)authored by the Guest Editors of the special issue it will be up to the EIC to decide if the review process will be managed by one of the Guest Editors not co-authoring the manuscript or a by a member of the JETCAS Senior Editorial Board. In case the special issues is managed by a single Guest Editor, the reviewer process of the manuscript (co-)authored by him/her will be coordinated by a member of the JETCAS Senior Editorial Board assigned by the EIC. The Author(s) is (are) responsible for checking the galley proofs prior to publication. Targeted publication time is specified in the call for papers, while electronic publication may be shorter, depending on the actual time require for reviewing each manuscript. In order to accomplish this, the outcome of the review process will be allowed to be a major revision only once, that is, the result of the review process for a revised paper will be binary: an accept (possibly after minor modification requiring an additional, short review round), or a reject decision.

D) Guidelines for Submission of Graphics: All charts, graphs, tables, or photographs must be submitted electronically, in TIFF, PS, or EPS, MS Word, MS Power Point, MS Excel or PDF formats; if there is a problem with the initial submission, a revised electronic graphic will be requested. Therefore, it is important to follow our electronic guidelines. Further details may be obtained at https://journals.ieeeauthorcenter.ieee.org/create-your-ieee-journal-article/create- graphics-for-your-article/.

Graphics should be in black and white, unless color is specifically required. The Journal also offers authors the option of publishing figures in black and white in the printed edition while displaying color versions online at IEEE Xplore at no additional cost. Staff will process all color figures for free online display in color unless directed otherwise by the author. Color photos judged to be essential to demonstrate the results of a paper may be printed in color, but will incur extra cost on the author. The Journal also offers authors the option of publishing figures in black and white in the printed edition while displaying color versions online at IEEEXploreTM at no additional cost. Staff will process all color figures for free online display unless otherwise directed by the author. Font sizes for supplied graphics must be legible when the drawing is reduced to one column (3-7/16 inches or 36.612 mm) or two-column width (7-1/4 inches or 184.15 mm) or as much as a 4:1 reduction from the original. All original material should not be larger than 8 and 1/2 to 11 inches. Avoid sizing figures less than one column wide, as extreme enlargements may distort your images.

E) Open Access: This publication is a hybrid journal, allowing either Traditional manuscript submission or Open Access (author-pays OA) manuscript submission. Upon submission, if you choose to have your manuscript be an Open Access article, you commit to pay the discounted $2045 OA fee if your manuscript is accepted for publication in order to enable unrestricted public access. Any other application charges (such as over-length page charge and/or charge for the use of color in the print format) will be billed separately once the manuscript formatting is complete but prior to the publication. If you would like your manuscript to be a Traditional submission, your article will be available to qualified subscribers and purchasers via IEEE Xplore. No OA payment is required for Traditional submission.

F) Page Charges: After a manuscript has been accepted for publication, the Author’s institution will be approached with a request to pay a voluntary charge of $110 per page to cover part of the cost of publication. If the voluntary page charge is not honored, IEEE will charge a mandatory page charge of $175 per page for each page in excess of 9 pages. Color photos judged to be essential to demonstrate the results of a paper may be printed in color, but will incur extra cost on the author. Detailed instructions will accompany the page proofs.

G) Copyright: It is the policy of the IEEE to own the copyright of the technical contributions it publishes. To comply with IEEE copyright policy, authors are required to sign an IEEE Copyright Form before publication. The form is provided upon approval of the manuscript. Authors must submit the scanned version of a signed copy of this form with their approved manuscript.
