Submitting a Paper to TCC
To submit your paper, please use ScholarOne Manuscripts.
Detailed information on submitting your paper to TCC can be found on the “Author Information” tab of the Journal Peer Review page.
All inquiries on the status of submitted manuscripts should be directed to tcc@computer.org.
NOTE: TCC encourages submissions of papers that present new, original, and innovative ideas for the first time. The submission of an “extended version” of an already published conference or workshop paper is allowed, provided that (1) the extended version contains substantial (at least 33%) additional technical material; and (2) the authors have ensured that any copyright commitments they have made outside the IEEE are not violated by the eventual publication in TCC.
When submitting an extended version, the authors should (1) acknowledge the earlier paper in ScholarOne Manuscripts at the time of submission; (2) include a cover letter summarizing the differences between the TCC submission and the earlier paper; (3) use a different title to both reflect the broader journal contribution and to avoid confusion in the archival record; and (4) cite the earlier paper in the TCC paper with a statement such as “A preliminary version of this paper appears as …”. Failure to follow the above instructions will result in the submission being “desk” rejected without any reviews.
Manuscript Types Accepted by TCC
TCC manuscript types and submission length guidelines are described below. All page limits include references and author biographies. For regular papers, pages in excess of these limits after final layout of the accepted manuscript is complete are subject to Mandatory Overlength Page Charges (MOPC). Note: All supplemental material must be submitted as separate files and must not be included within the same PDF file as the main paper submission. There is no page limit on supplemental files.
Regular paper – 12 double column pages (Submissions may be up to 18 pages in length, subject to MOPC. All regular paper page limits include references and author biographies.)
Comments paper – 2 double column pages (All comment paper page limits include references)
Fast-track conference paper – 14 double column pages (Submissions may be up to 18 pages in length, subject to MOPC. All regular paper page limits include references and author biographies.)
Note: TCC has made arrangements with select conferences to have the best papers from those conferences reviewed and published by TCC on a fast track, after the conference papers have been substantially extended. You should submit a paper as a fast-track conference paper only if you have been notified by the PC Chair of a designated conference. All other submissions will be administratively rejected. Authors must adhere to TCC’s general policy on extended conference papers (see above). In addition, the following material must be submitted along with the paper: (1) the notification from the PC Chair of a designated conference on fast-track recommendation, copied to the EIC of TCC; (2) a cover letter summarizing the differences between the TCC submission and the conference paper; and (3) a copy of the published conference paper.
Survey papers are not accepted into peer review for TCC.
A double column page is defined as a 7.875″ x 10.75″ page with 9.5-point type and 11.5-point vertical spacing. These length limits are taking into account reasonably-sized figures and references.

Open Access
This publication is a hybrid journal, allowing either traditional manuscript submission or author-paid Open Access (OA) manuscript submission.
The OA option, if selected, enables unrestricted public access to the article via IEEE Xplore and the Computer Society Digital Library with payment of the current Article Processing Charge (APC). The OA option will be offered to the author at the time the manuscript is submitted and the APC must be paid before the article is published in the journal. Please visit the IEEE Open Access FAQ for further details. Authors seeking an APC waiver should submit substantiated evidence and documentation to pubs-waivers@computer.org. Corresponding authors from low-income countries are eligible for waived or reduced open access APCs.
The traditional option, if selected, enables access to all qualified subscribers and purchasers via IEEE Xplore and the Computer Society Digital Library. No OA payment is required.
Irrespective of any OA charges, please note that papers which exceed the publication’s stated page limit after acceptance and final layout will be subject to Mandatory Overlength Page Charges.
The articles in this journal are peer reviewed in accordance with the requirements set forth in the IEEE PSPB Operations Manual (Sections 8.2.1.C & 8.2.2.A). Each published article was reviewed by a minimum of two independent reviewers using a single-blind peer review process, where the identities of the reviewers are not known to the authors, but the reviewers know the identities of the authors. Articles will be screened for plagiarism before acceptance.
