Author Information
ORCID
IMPORTANT: ORCID -- Starting July 1, 2016, all IEEE journals will require an Open Researcher and Contributor ID (ORCID) for all authors. ORCIDs enable accurate attribution and improved discoverability of an author’s published work. The author will need a registered ORCID in order to submit a final manuscript or receive a proof copy.
You must follow these steps to link your PIN to a registered ORCID. Note that PINs from different sub-domains can be linked to a single ORCID.
Go to the start page of the PaperCept subdomain where you have an existing PIN (if you do not have one, please create one by following the PIN link from the PaperCept subdomain of interest)
If you do not already have an ORCID, follow the link “Register an ORCID,” create an ORCID and return to the PaperCept login page.
Follow the link “Register your ORCID with any of your PaperCept PINs,” enter your registered email or the ORCID and password and then click on Authorize.
Once you authorize the ORCID to be linked to your PIN you will be returned to the PaperCept subdomain from where you accessed ORCID.
Follow “Log in to any account associated with this ORCID” to complete associating your PIN to the ORCID.
If you have inadvertently created multiple PINs in the same subdomain, you can associate all PINs with the same ORCID.
In the IEEE Transactions on Control Systems Technology, the IEEE Control Systems Society publishes high-quality papers on technological advances in the design, realization, and operation of control systems. Submissions should emphasize novel contributions to the solution of control engineering problems arising in specific application areas. The IEEE Transactions on Control Systems Technology is published bimonthly. Three types of contributions are regularly considered:
Papers - Presentation of significant research, development, or application of control technology.
Brief Papers - Concise descriptions of a contribution to a specific aspect of design, realization, or operation of control systems technology.
Letters - Significant remarks of interest to control systems engineers, and comments on previously published papers.
In addition, special papers (tutorials, surveys, and perspectives on the current trends in control systems technology) are solicited. Authors are encouraged to contact the Editor-in-Chief before submitting such papers.
Papers and Brief Papers go through the same review process. Letters go through a shorter review process to facilitate rapid publication. Manuscripts should be formatted using the IEEE single-spaced double column format using the templates available at

Manuscripts submitted as Papers should be no longer than 16 pages formatted according to the above-mentioned double-column IEEE format, including figures. Manuscripts submitted as Brief Papers should be no longer than 8 pages formatted according to the above-mentioned double-column IEEE format, including figures. Manuscripts submitted as Letters should be no longer than 4 pages formatted according to the above-mentioned double-column IEEE format, including figures. Manuscripts exceeding the specified page limits, or clearly outside the scope of the TRANSACTIONS, will be returned without review.
A. Process for Submission of Manuscripts
Authors of new submissions to the IEEE Transactions on Control Systems Technology must use a new online system, as the ScholarOne Manuscript system will be discontinued. Please follow the link https://css.paperplaza.net/journals/tcst to submit a new manuscript.
Authors of revised manuscripts previously handled through the ScholarOne Manuscript system must continue using the same system for resubmission via the Author Dashboard.
Authors are expected to obtain any needed clearances for their works and to ensure ITAR compliance, if appropriate (see http://www.ieee.org/organizations/tab/export_compliance.html for details). The online system will send an acknowledgment letter to the corresponding author after the paper has been submitted. Authors should contact the editorial office if such a letter has not been received within 1 week after submission of the paper.
The procedure for the electronic submission of papers accepted for publication is somewhat different, but may be considered in the preparation of a paper, in order to adopt a format that will be appropriate in case of acceptance. The preferred formats for accepted papers are TeX/LaTeX (.tex), Word (.doc), and ASCII text files (.txt). The preferred formats for graphics are Postscript (.ps), Encapsulated Postscript (.eps), and Tagged Image File Format (.tif).
B. Copyright
To comply with IEEE copyright policy, authors are required to provide a signed IEEE copyright transfer form after acceptance of their paper. The form is published periodically in the journal and an electronic form is available in the online system and at http://www.ieee.org/publications_standards/publications/rights/copyright.
C. Previously Published Work
IEEE policy requires that when using their own previously published or submitted material as a basis for a new submission authors are expected to "cite the previous work(s) and very clearly indicate how the new submission differs from the previously published work(s)." [IEEE Publications Operations Manual, Section 8.2.4F]
If a submitted manuscript has been published or has been accepted for publication in the Proceeding of an IEEE conference, it may be considered for publication in the Transactions on Control Systems Technology if evidence is provided that it adds value relative to its conference version (for example, it contains detailed proofs omitted from the conference version or additional numerical results). This ensures consistency with the policy stated in the previous two paragraphs.
If at the time of submission, a manuscript has also been submitted for publication in the Proceedings of an IEEE conference, it will be considered for publication in the Transactions of Control Systems Technology with the understanding that, should it be found publishable in both venues, evidence will be provided that its final version adds value relative to its conference version, as explained in the previous paragraph.
