Author Guidelines
Submission Rules
TECS only accepts papers in electronic form. Before submission, please make sure that the document meets the requirements as described below. Otherwise, the document may be rejected without undergoing the review process.
Author Representations Policy
Authors submitting articles for peer-review to ACM must make certain representations. These representations are as follows.
That the paper submitted is original, that the listed authors are the creators of the work, that each author is aware of the submission and that they are listed as an author, and that the paper is an honest representation of the underlying work.
That the work submitted is not currently under review at any other publication venue, and that it will not be submitted to another venue unless it has been rejected or withdrawn from this venue.
That they have the rights and intent to publish the work in the venue to which it is submitted, if the work is accepted. For conference papers, this includes the expected ability and intent to have an author of the paper register for and attend the conference to present the paper, if required.
That any prior publications on which this work is based are documented appropriately in the paper and/or in a cover letter available to reviewers. This documentation includes providing an explanation of the incremental contribution of a journal paper that extends prior results published in a conference paper. This generally means that at least 30% of the journal paper is material not previously published; but this is a somewhat subjective requirement that is left up to the review process to determine whether the additional contributions are substantive.
In cases where an author feels a particular representation cannot be made by but that submission is appropriate, the author should contact the editor or program chair prior to submission to discuss the situation and determine whether submission will be permitted. Additionally, ACM authors may post all versions of their work, with the exception of the final published "Version of Record", to noncommerical repositories such as ArXiv. See https://authors.acm.org/author-services/author-rights#h-post for additional information.
Publication Page Limits
The articles in ACM TECS normally do not exceed 25 pages. But the authors are welcome to submit longer papers. There are no page charges for TECS papers.
Paper Types
Regular Research Papers: A research paper reports significant original scientific and technical contribution that have not been published (with the exception of non-commercial repositories such as ArXiv) or under review elsewhere. These papers normally do not exceed 25 pages. But the authors are welcome to submit longer papers if necessary. See Author Representations Policy above about specific requirements for extensions to conference papers.
Perspective Articles: These are invitation only papers written by the leaders in the field. A perspective paper critiques the state-of-the-art and presents the future vision of an important area, introduces an emerging research direction, expresses a contrary viewpoint, or advocates an interdisciplinary research area. These articles are expected to be of lasting value to the community. Invited perspective articles will be lightly reviewed by the editorial board for constructive feedback.
Surveys: A comprehensive survey paper summarizes and organizes recent research results in a novel way that integrates and adds understanding to work in the field. A survey article assumes a general knowledge of the area; it emphasizes the classification of the existing literature, developing a perspective on the area, and evaluating trends. There is no formal page limit for the survey papers.
Tutorials: A tutorial paper introduces the basics concepts of a field to readers outside the speciality in an accessible way. A tutorial paper assumes its audience is non-expert, features clear exposition, a lively style, and pointers to the literature for further study. There is no formal page limit for the tutorial papers.
Industry design papers: These are short articles written by practitioners to share their software, systems, or hardware design experiences with the broader audience. These articles may not present original research but must include innovative design ideas and/or non-trivial insights in putting together existing novel ideas.

PDF Proof
In Manuscript Central, ensure that the submission is "PDF proof". Only PDF proof papers can be downloaded and properly viewed. This requires that no security settings are set, and no type 3 fonts are used. Otherwise the paper cannot be downloaded, and subsequently it will be rejected.
Author's Cover Letter
If you provide a cover letter, then insert it in the field "Author's Cover Letter:" instead of uploading a separate file.
Review Process
We strive to offer fast turnaround time from submission to initial decision, including returning a review result within two to three months of submission. We believe that this interval is long enough to ensure quality reviews but short enough to be fair to authors. Since the reviews are done by volunteers, the review process takes sometimes more time. Authors should direct their questions about the review process to the Assistant to Editor-in-chief or to the corresponding Guest Editor if you have submitted to a special issue.
A revised submission should include responses to the reviewers' comments after the body of the revised paper. A good format is to list for each reviewer a summary of each comment followed by your response.
Submitting a revision
Put the Comments To Reviewers directly in the field "Author's Response" instead of uploading a separate file. Only there can reviewers read your response to the reviewers comments.
