《义务教育英语课程标准（2022年版）》已经正式颁布。新一轮的课程改革要求教师转变角色、更新观念、提高专业水平、转变育人方式，从而在教学实践中更好地落实立德树人的根本任务。为帮助老师们更好地把握新课标要义，我们特别推出“听课标组专家讲课标”系列合集，整理了教育部义务教育英语课程标准修订组的专家程晓堂、蒋京丽、闫赤兵老师对于新课标内容及落实的详细解读，希望可以帮助一线教师、教研员及其他基础英语教育研究者厘清新理念，并最终实现新课标的高质量落地。
落实新课标，构建以核心素养
为导向的新教学
《义务教育英语课程标准（2022年版）》（以下简称《义教新课标》）（教育部，2022a）的颁布，标志着我国基础外语教育改革全面开启了以核心素养为导向的新阶段，也为义务教育阶段深化英语课程改革、实现核心素养导向的英语课堂教学指出了明确的方向。
面对《义教新课标》的新理念和新要求， 广大初中英语教师应认真思考和积极探索在具有承上启下作用的初中学段，如何秉持继承和发展的原则，以发展学生的核心素养为总目标，改进和优化课堂教学，提升教学效益和育人效果，有效落实立德树人根本任务， 服务于国家整体战略发展和人才培养的实际需要。
《义教新课标》要求打造核心素养导向的初中英语课堂教学的新格局和新生态。面对新时代的新要求和新挑战，首先，初中英语教师要注意从多方面协同发力，在原有的课堂教学基础上提升英语教学的站位，调整师生在教与学过程中的关系，为培养学生核心素养的四个方面能够协同发展创造良好的课堂环境，提供必要的学习条件。其次，教师需要拓展初中英语课堂教学的格局。为了达成育人目标，教师需要从教学思维转到课程思维，树立更为综合和全面的教育视野。为了增强育人效果，教师在进行教学设计和实施时要从课时视域扩大到单元视域，构建以单元为单位的多课时微课程。最后，教师应努力优化初中英语课堂教学的生态。为了建立对话型的师生关系，教师要增加与学生之间的意义协商，加强生本互动和生生互动，转变教师和学生在课堂教学中的角色。
核心素养导向的初中英语课堂
教学设计和实施建议

开展单元整体教学
单元整体教学要有机整合课程内容的六个要素。教师首先要研读教材单元内的各语篇，挖掘单元的育人价值；进而要分析学生的认知水平、生活经验和学习需求，在此基础上整合或重组教材单元的学习内容，形成单元的育人蓝图（教育部，2022a）；最后要并以此为重要参考依据规划教学单元，建立一个具有整体性和结构化的单元教学框架。
例如，陈老师在教授北师大版英语教材（九年级）第六单元Role Models时以单元大观念统筹建构了单元的育人框架（陈芳、蒋京丽，2022）（见图1）。

又如，栗老师在教授人教版英语教材（七年级下）第四单元Don’t eat in class.时以基本问题（essential questions）贯穿教、学、评的全过程设计（北京教育科学研究院基础教育教学研究中心，2022）（见图 2）。

可见，在设计单元整体教学时，教师可以采用不同的方式，如大观念、基本问题、核心任务等，为单元设置一个单元组织者，担当单元的“骨架”，用以统摄所有的学习活动和评价活动，形成育人合力，引导学生开展整合式的学习，逐步建构和生成对单元主题的认知、态度和价值判断，发展能力，提升思维，形成素养。

深入研读教学语篇
《义教新课标》建议教师在研读语篇时要重点回答三个基本问题。第一，语篇的主题和内容是什么，即What的问题。第二，语篇传递的意义是什么，即Why的问题。第三，语篇具有什么样的文体特征、内容结构和语言特点，即How的问题（教育部，2022a）。在研读语篇的过程中，教师可以梳理和建构语篇内容知识结构图，以便能够在教学现场更从容地评价和反馈学生生成的内容知识结构图。
例如，贾老师在研读北师大版英语教材（九年级）第七单元Journeys第19课The Silk Road这一语篇时做了以下分析（蒋京丽等，2019）：
主题和内容 [What]：这是一篇文化游记，记叙了作者一家从兰州自东向西到达敦煌的古丝绸之路旅行。一家人沿途游览了四个主要城市，即武威、嘉峪关、玉门关、敦煌。通过描述作者的所见所闻、所思所感，介绍了各城市的人文和地理信息、古今概况以及历史变迁。
主题意义[Why]：作者通过描述这些重要城市使读者了解丝绸之路曾经在政治、经济、军事、文化等方面对中国乃至世界的发展发挥了重要的作用，从而帮助读者体会其历史价值，加深对祖国历史和文化的理解和认同。
文体特征、内容结构修辞语言[How]：该文按典型的游记写作风格展开，结构整齐清晰。第一段介绍通过父亲得知世界上丝绸之路的长度、途经地和基本用途。接下来四段介绍了一家人游览丝绸之路中国部分最重要的四个地方的历程，作者用一般现在时与一般过去时以及表示现在和过去的时间词语，讲述了通过父亲的介绍和亲身经历了解的丝绸之路上这些重要城市在历史上的重要作用以及现在的情况。最后一段描写了作者的感受和收获。本文语言有典型的游记特点：以start at, the next stop, after that, finally等词汇呈现游览的时间和空间顺序；对四个城市的地理信息和古今特点描写较多，如on the edge of, the only connection, in Gobi desert等。
教师要注意把握好研读的重点。针对What的问题，教师要梳理和提炼出意义主线，分析和概括内容要点。针对Why的问题，教师要着重分析作者希望传递的内涵、意图、情感态度和价值取向。针对How的问题，教师不仅要说明语篇类型的文体特征、信息组织方式、衔接与连贯和具体语言修辞，还要说明这些语言形式与主题意义的关联，即它们的表意功能。
教师还要注意把握好研读的程度。语篇研读不是无限制的，分析的内容不需要面面俱到，一定要能够和期待学生达成的学习结果相对接。

制定明确的教学目标
制定教学目标是教学设计的重要环节，要体现学生核心素养四个方面的相互渗透，关联融合互动，协调发展（教育部，2022a）。在制定单元教学目标时，要体现“学生能在什么情况下、运用哪些语言知识和文化知识、做什么事”。事即指真实情境中的任务，体现学生知行合一的学习结果。因此，单元教学目标选用的动词是一般是结果导向的，反映学生的产出性表现。
例如，相老师在教授外研版英语教材（八年级上册）第六模块Animals in danger时确定了以下三条单元教学目标（北京教育科学研究院基础教育教学研究中心，2022）。在本单元学习结束的时候，学生能够：（1）确定想要救助的一种动物,谈论这种动物所面临的基本生存问题，体现保护动物的意识；（2）针对要救护的目标动物，分析导致它们处于困境的原因，讨论并归纳出救护它们的有效方法；（3）小组合作策划一次救护动物的公益活动，制定并撰写一份动物救助公益活动方案。
在制定语篇、课时教学目标时，教师要关照学生学习具体语篇的经历，体现学生参与学科实践即开展主题意义探究的过程，以及其中理解性和表达性的阶段性学习结果。因此，语篇、课时教学目标使用的动词是过程导向的，体现循序渐进的学习过程。
在教学目标的表述方面，教师还要特别注意两点。第一，遵循可操作、可观测、可评价、可落实的原则，使用具体、清晰、直观的行为动词；第二，避免从学生核心素养的四个方面分别描述，造成教学中的割裂处理，不利于核心素养的整体融合发展。

践行英语学习活动观
英语学习活动观旨在鼓励教师树立以学生为本的教学信念和教学主张。在以英语学习活动观为指导的课堂教学中，教师要敢于放手，创设主题情境，引领学生通过参与和探究的学科实践方式成为学习的主体；教师要激活学生与主题相关的已知，投入到对语篇结构化新知的建构、内化和应用等系列学习过程中；教师要监控和评价学生课堂学习的增量，并在学生遇到困难的时候提供必要的支持和帮助，促进学习真实发生。
学生经历体验、发现、建构、应用、创生、分享等学习和思考过程，在体验中学习，在实践中运用，在迁移中创新（教育部，2022a），保障学生知识向能力、能力向素养的逐步转化。
例如，张老师在教授北师大版英语教材（九年级）第二单元Books的第六课Tom Sawyer时，遵循英语学习活动观设计了“教-学-评”一体化的语篇学习活动（见表1）。

在遵循英语学习活动观开展教学时，教师还要特别注意三点。第一，英语学习活动观所列出的具体活动观形式只是三类活动中一些有代表性的样例，并不能穷尽每类活动所有可采纳的形式；第二，学生完成一个语篇的活动观学习循环通常需要两个或者三个课时，教师一定要为学生完成不同类型的活动提供充足的时间和空间保障，以基于证据的评价确保学生真实的发展和进步；第三，无论是三类活动还是每类活动中具体活动形式的推进都不是很线性的。依据教学目标，三类活动可以根据实际情况采取小循环方式加以落实，具体活动形式也可以根据学习需要进行灵活的选择和组合。

引导整合性的语言知识学习
《义教新课标》在语言知识方面做出了调整，除保留了《义教课标》原有的语音知识、词汇知识和语法知识外，还增加了语篇知识和语用知识两项重要内容。
在语音的教学中，教师要帮助学生认识到语音和语义密不可分（教育部，2022a）。教师要引导学生不仅应注意单词发音的准确和句子语调的恰当，还应注意单词的重音，句子的重读、节奏、语气、语速等语音特征的表意功能，通过语音的变化感知和表达意义，并结合教材内容有规划地学习和使用音标。
在词汇的教学中，教师要帮助学生将词汇的学习和意义的探究紧密关联起来。教师要指导学生在与语篇互动的过程中，利用多种工具和手段，在零散的信息之间建立关联，归纳和提炼基于主题的新知识结构，有利于学生以词块的方式提取、存储、内化和运用词汇。学生还需要学习一定的构词法知识，提升自主学习和拓展词汇的能力。
在语法的教学中，教师要依循三维动态语法体系的要求，从形式、意义和用法三个维度指导学生学习语法。教师要先引导学生探究语篇的主题意义，有意识地关注语法表达的意义；再启发学生观察和反思含有目标语法的语言，有意识地归纳形式、总结用法；最后鼓励学生通过在真实情境中使用语法的实践活动来表达和交流自己的真情实感。
在语篇的教学中，教师要引导学生在语篇层面发展运用语言进行理解和表达意义的能力，了解不同文体语篇的写作目的，关注语篇的信息组织方式、内容逻辑结构和语言修辞特点，储备不同语篇的文体图式、内容图式和语言图式，运用语篇知识有效理解主题意义、组织和传递信息以及进行表达和交流。
在语用的教学中，教师要积极创设符合生活实际的真实交际情境，帮助学生认识到，正确使用语言的标准是语言的形式和意义的传递方式符合语言使用的得体性，并学会根据交际的目的、场合、身份等在特定语境中准确理解他人和得体表达自己，选择恰当的语言形式提升表达的准确性和得体性。
